- SCP-1984 is a Keter Class anomaly also known as Dead Hand.
SCP-1984 was created by the Soviet Union during the Cold War to serve as its second-strike nuclear deterrence mechanism. SCP 1984 is in fact the system referred to in Western media as "Dead Hand", an automated nuclear response commonly believed to be triggered by the destruction of the USSR command-and-control structure. However, rather than being a network of sensors and computing systems, SCP1984 is an autonomous, self-aware entity of varying observable existence with direct access to all Russian nuclear sites and the ability to commence the launch of ICBMs stored therein.

The scary thing is that "Dead Hand" isn't entirely fake. It's a colloquial nickname given to the Russian "Perimeter" system, which IS a semi-autonomous nuclear second strike system.
While it's not entirely autonomous, like in the video, it's comprised of a bunch of sensors, and upon detecting a nuclear detonation, will call Russian high command and wait. If no reply is received, it'll launch command missiles which trigger remote launches of the entire arsenal of Russian nuclear weapon systems.
The shit humanity thinks up is truly more terrifying than anything else.

Most of the system was dismantled in 2005 as part of a nuclear disarmerment treaty. Only a few systems near the Kremlin itself remain active... and even then only technically. See, nukes are not shelf stable. If they were, they wouldn't function. Being unstable and decaying is what lets them make the big boom. You need to replace your warhead every 8 years or so with a new one. Russia hasn't processed, mined and/or purchased enough uranium to upkeep its nuclear weapons for about 12 years now. 98% of what they have is accounted for via their nuclear power generation. How do we know? Because everyone can see everyone from space and you can't hide big infra like that. So, basically, Russia probably has 2-3 working nukes right now.
Fortunately it’s Russian so there’s an 80% chance it won’t work and that’s only because the other 20% is a chance it’ll accidentally nuke Moscow instead.

What a fascinating world
The funny part of this SCP file is how bad the anomaly is at its job. The actual dead hand system is way more effective than a ghost that had to run across Russia to launch nuke.

Dead Hand system DOES exist, but not as AI but just an automated nuclear launch mechanism in case the connection with top military commanders were cut off(the system would assume they are dead thus it would start to launch USSR`s ICBM).

I don't know exactly what happened, but I remember clearly that the problem was solved long ago. The SCP community is full of smart people with a wide range of knowledge, including property laws. Whoever thought that he could go against these people picked the wrong enemies.

The name for "Dead Hand" in Russian is "PERIMETER" (Периметр
or Perimetr). PERIMETER didn't necessarily work like the "Doomsday machine" in Dr. Strangelove. It is a computer and is semi-autonomous, able to evaluate information from different sources (orbital sensors, radars, seismic devices to monitor ground strikes, etc.) and then when active can send out pre-recorded attack orders to nuclear-armed units in order to launch a second strike. But humans are still in the loop; commanders at different levels can decide to countermand those orders before they are sent out.
PERIMETER's main function is to reassure an anxious Soviet leadership they could not be taken out by a decapitation strike. If there was a risk that everyone who had the authority to launch a retaliation strike were dead, they might feel pressured or be panicked into launching on warning.
Sometimes, It's not extradimensional entities you have to contend with. But rather about an Orwellian Nightmare in the form of Automated Nuclear Armageddon.
Side Note: You know you failed as a leader when the very monster you created is rebelling against you and you have to beg the foundation to save you.

A deadman’s switch is a button or pedal that needs to be depressed to not trigger what it’s hooked up to. (Instead of depressing the button to trigger it)
So I you die, you will no longer be depressing the button or switch, and when it isn’t depressed; it triggers.

10:20 It was August 11, 1984 when Reagan made that joke. It was a microphone test and wasn't broadcast live. Radio stations and other media outlets were preparing to go live and had already started recording. Even tho it was reported on like crazy, very few ppl actually heard the audio. The actual broadcast was to announce his signature on the "Equal Access Act" and the officially broadcast line was, "My fellow Americans, I'm pleased to tell you that today I signed legislation that will allow student religious groups to begin enjoying a right they've too long been denied, the freedom to meet in public high schools during non-school hours, just as other student groups are allowed to do".
