Interesting how we can draw some clear parallels between Skipper, Parsifal and Beidou, Kazuha. Gameplay-wise both groups use The Serpent Spine and The Iron Sting well. Parsifal and Kazuha were both in a way chased out of their homeland. and obviously The Skipper and Beidou were captains of their ships and fought a giant Sea monster.

Could the Witch be named Priscilla, as the origin of the Missive Windspear? A "Master Eberhart" is mentioned in the lore, but she longs for a "young master" and then resigns herself to death in the end of the lore.
No, Priscilla is a separate character. She appears to have held love or maybe just sympathy for Eberhart, and helped him in his goals. She was also still alive when Eberhart's mission to Dragonspine occurred, and he had killed the Witch sometime before then, as Eberhart likely died on the mountain.
