Boxcar Joe getting sucked into the warp suddenly makes me think of that shooting star meme. Just some hobo dude sitting on his couch, playing tunes... and sailing across the stars.
I'm so working him into my books somewhere. Typically in sections where my characters are somehow travelling through or are outside the SpaceTime Continuum.
“Boxcar joe was sucked into the warp, surfing his couch.” God I fucking hope he was doing the sickest bass solo in the universe while he was flung into hell.
Boxcar Joe, a god among gods. What I would trade to live his life... although, how the hell does he carry his couch around with him? Is it just like the Doctor's phone booth where it will stay where it is and he just returns for it later? Or is it one of those things where it just (thanks to his god-tier luck) never inconveniences him or the group, or just somehow follows him and is always right there when he really needs it.
So the rule is that if you get something close to a Magic Hobo with a couch and bass guitar from a random generator, and name them Box Car Joe, our physical universe bends around the character, forcing the amazing or horrible rolls.

Possible. But that still wouldn't explain why it happens so often, it could be that the original code relies on a user supplied seed that always goes to the same default selection of seeds if left empty.
