How do you do this on a existing image, like a imported image, not draw
I’m not 100% sure I’m following what you have in mind, but a layer mask would work. Only thing is, because it’s Procreate, the masking shape would still need to be drawn-unless you had shape brush stamps.
I prefer to clip the image to the drawn shape though (using a clipping mask), because it allows me to move the image around and place it exactly where I want it. 😉

How do you put a picture in the shape afterward though?
Thank you for your question. Under the Wrench/Add you’d add a photo. In the layers panel, the added photo should be on the layer above your shape (if it isn’t, you can drag it down or up through the layers to get it in the appropriate place). Then, tap the photo layer (twice if it isn’t already the layer with focus/blue) to get the layer menu and select Clipping Mask. At this point you can tap the Transform and Move tool to adjust the size and position of the photo within the shape.
