I think the maximum vote of a whale is 90
Whale can gather 900 credit if 9 people collude
900 credits = 9 people x 100 credits each
Each of these 9 people can put max 10 votes into a single candidate.
So the max total votes is 9 people x 10 votes = 90 votes
