(Most) charity is just an example of failure of the apparatus of the state, in properly protecting it's most vulnerable citizens. The mark of a successful and effective society is how it looks after those at the lowest rungs; unable to look after themselves; regardless of whether that's temporarily, or not.
Efficient, and effective taxation should be sufficient to provide for the most essential needs of the most vulnerable.
Instead, charities provide for the most frivolous of needs, of the least deserving. A cushy, 6 figure directorship, to captain a workforce comprised of unpaid volunteers, and underpaid support staff, here... Lucrative tax write-offs, prestigious galas events and networking opportunities there... Plus, whilst the champagne flows, the shams pose; pain of others massage their egos... All just placebos, that conceals stables of high horses; on which they deludely gallop & gallivant through fields of philanthropic fame; masked raid by highway rob us, blind cloak pockets lined; barely hide misanthropic disdain...

But in so far as Tories do like charity, I think that has something to do with charities filling the void left by public services. Tories like charities filling that gap because they feel it justifies/mitigates the stripping away of public funding.
