The Arbiter ret-con was a pretty big one. In Halo 2 it was never implied that the Arbiter mantle was representative of shame. That bit of lore originated in Genesis, the graphic novel in the limited edition of Halo Wars that had an excerpt telling the origin story of Ripa 'Moramee, that game's Arbiter. But in Halo 2 it seemed implied that the use of the Arbiter mantle as a form of execution for Thel 'Vadamee was just Truth's clever way of keeping Thel around for a while, since he was a valuable asset. Lines like "Even on my knees I don't belong in their presence." - Thel 'Vadamee, "That armor suits you, but it cannot hide that mark." - Rtas 'Vadumee, and "I wondered who the Prophets would send to silence me.
