JB Weld is actually a very good adhesive, with great tensile strength. My ME engineer buddy tested some lap shears, using this epoxy, and it had very similar results to adhesives used in the composites industry, but at a fraction of the cost.
Mr.Mister I work industrial maintenance and I'm not positive about this application but I've seen plenty of proof for me to always give it a full set time. Like concrete. Definitely not strong after 12 hours max they only waited one night then tried to break it hahaha.

Welding after spraying it on a surface to clean it won't do a damn thing, it evaporates. However, I had a coworker who sprayed a bunch of chlorinated brake cleaner through a Honda gx390 engine and it bogged down and came out as black smoke that burned his lungs and his exhaled breath was white fog for some reason lol Funniest thing I ever saw.

You are wrong, Brake cleaner is designed to evaporate very fast, you have never used any parts or brake cleaner have you? I fix motorcycles for a living .
Yes, on a flat, polished and clean surface brake cleaner evaporates quickly, on material with deep pits or crevices it can remain. I don't know if you weld, but it's a real hazard if you arc weld with a gas shiled. This is a well published phenomenon to the point where practical welding was breifly introduced during my freshman yeae of engineering we all had to sign to say we had listend to the safety warnings, been given a written copy and read it. Modern brake cleaner is less likely to be chlorinated, but if you happen to use a chlorocarbon to prep before arc welding with a gas shiled there's a very real risk of phosgene.
