What style of bait are you using? Live or cut bait? One of the first things I would look at is to make sure there isn't any cuts in the tube running through the float. I've had some of them crack over the years and it causes your line to get stuck in them and causes what you are talking about. If you are using live bait, look into using a straw with a float on it before the float to keep your line from sinking next to your float. This could cause it also.
