Okuyasu's Timestop is Different from normal Timestops, Im guessing how his works is that instead of just stopping time normally he creates a field that swippes away all the Available space around everyone, And that means No available space = No where to Move = Stuck in 1 spot For the remaining time. And so once he's done he can Let in new available space in So that every can move around again.

@@Ricin. well it’s space-time, they’re connected. It’s like how we have length, width, and depth (3D); time is just another aspect of reality that’s all connected. Which is why going closer to the speed of light or being in an area with a high gravitational field causes time to warp. So he’s not erasing “space” but “space-time” so time would be affected as well.
When you’re going to meet someone, you give a spatial coordinated (say Starbucks) but also a time (eg Saturday at 12pm). Just giving one without the other is meaningless; like on a coordinate grid if you only gave the x or the y coordinate - meanings absolutely nothing as there’s no way to know where you need to be.
In the same sense, you could think of it as when he erases space-time and he’s pulled forward (or something else is pulled towards him) that he’s basically pushing/erasing a section of space time and then the two parts on the other side of the gap of reality come crashing into each other and fuse. Like the sign he partially erased when he first met josuke. You can’t travel any distance instantaneously, as you need to travel through the dimensions space and time to get to another point. But erasing space time let’s him “warp” objects to right in front of him instantly as there’s no space or time needed to travel.

About how slow The Hand is when it swings its hand to erase smth, I think it's related to how slow Okuyasu gets ideas. If Oku was smart, then The Hand automatically becomes faster when erasing. With this applied right before Chili Pepper comes along, I think it would play out this way.
