Okuyasu's Timestop is Different from normal Timestops, Im guessing how his works is that instead of just stopping time normally he creates a field that swippes away all the Available space around everyone, And that means No available space = No where to Move = Stuck in 1 spot For the remaining time.
And so once he's done he can Let in new available space in So that every can move around again.

About how slow The Hand is when it swings its hand to erase smth, I think it's related to how slow Okuyasu gets ideas. If Oku was smart, then The Hand automatically becomes faster when erasing. With this applied right before Chili Pepper comes along, I think it would play out this way.

I know the gears turning in his head are for the meme, but I like to imagine that's how he activates his time erasing abilities. He charges the ability, with that ability being signaled by the sound of cogs turning, and then once its charged, Okuyasu activates the ability by swiping his hand as per usual.
