Uhhh, I go on the 6 Lexington Local fairly often and not one time have I been on one that was adequately Air Conditioned. I was sweating a bit on the last one I was on Monday.
Were there a lot of people? If not, it could be issues with Westchester's notorious lack of maintenance (most other IRT yards with maintenance facilities actually work).
The base R211 order is about 1/3 of the total number of cars in the figure. The options would also need to be funded in order to get that number. That means that the government shouldn't fuck around.
The number one issue tends to be dirty air filters. The filters HAVE to be changed on a regular basis. The more the subway cars go underground & into tunnels, the more dirt & dust they kick up, the more the filters tend to get dirty. Some of the filters that the T.A. buys will tend not to clog up as fast as some of the others. Filters clog up due to design, material, surface area, etc. Another concern is the air conditioning manufacturer's design. One in particular chose to house their electronic controls inside a sealed box. I have seen A/C units come back on once you open the control box & allow the heat to escape. Even TVs, radios, computers, etc. have vents! The overhead A/C units in the subway cars are more reliable (especially the Kawasaki units), but the problem is the shops do not have crane structures that are long enough to reach ten car lengths. That means if you have a car that has a bad unit it has to be moved where it can be accessed by the crane for removal. Moving cars from track to track is very time consuming and sometimes cannot be made on the shift that wants it moved. There are also times when the main shops that rebuild these A/C units simply cannot keep up with the demand. This is what I learned as a Car-Inspector working on subway cars for the New York City Transit.

I imagine on the Legacy cars the skirt mounted condensers must not last very long, and since they're not modular require an extensive time period to repair or replace, as an MVAC Tech I would not want to work on these nightmares

Andre Er R142A conversions had to happen for Flushing Line CBTC, and since early retirement of reliable 30 year old cars (R62A) is not an option, they had to covert a lot of R142As. Also, the R62A will be getting their A/C repaired. They are reliable, but it’s just the A/C problem that they have (and it’s not like the R32s where mechanical quality is low). Westchester Yard (as well as every yard in the system) will be upping the maintenance of the cars to reduce hot car problems.

So 5 years to wait for new cars so in that time im supposed to suffer?? I know these train cars are like 80 yrs old but what about the health concerns of young,old and pregnant that are on these cars. All i know is if i get a heat stroke or pass out i will sue the MTA, the employees,their kids and evem their dog. Theres no need to have hot cars when the temps are 90 and better.
It won't be 1500 cars at the end of 5 years. It'll be new cars every few weeks being delivered for 5 years. And like the video says, if you end up in a train car with no AC, note the car number outside and report it to the MTA through one of many channels, be it twitter, the MTA help kiosks or even 311.
