These chinos are far too slim at the hem to be "based on 1940s". The rise, however, is closer to the original era and the style----it's just what happens below the knee that strikes me as far less '40s. For comparison have a closer look at The Real McCoy's 1941 (not the Blue Seal Joe McCoy, which is more like these lovely Informale).
These are extremely straight, measured straight. Are you saying they were more of an external taper like a boot cut in those early days?
