I don't think Pierro or Dottore would forget Scara's existence. Fatui is trying to defeat Celestia, they must've found ways to protect their memories. It's very interesting how Scara's constellation is still part of the wheel, maybe Scara's betrayal was part of Pierro's plan? Scara's codename in CN means skirmisher. Skirmisher's purpose is to harass the enemy by engaging them in only light combat to delay their movement. It's possible Scara might still be part of Pierro's plan down the line.

I think you confused Akasha and Irminsul. Irminsul itself is full of info about the world which is distributed through the leylines, there's no need for the sages to submit any info into it. It's quite the opposite, they collect into from irminsul and put it into Akasha, at least they did so before it was shut down
I think someone on the Fatui rankings has the ability of knowing when irminsul changes, just like they know descenders exist. They probably know the 6th was removed from the irminsul. Maybe something similar happened with the 10th too
The only way that could be is if one of them is a descender, and even if they said that to the other harbingers none would believe them. The only other way they could know is the way nahida did it, knowing it was going to happen, preparing and doing mnemonic memory tricks. (and having the traveller right there)

One of the reasons nobody talks about this stuff is because they've been convinced that samsara shifts don't do anything because some people spread the delusion that "only memories" change when the Irminsul does it's thing (except for some reason they admit the past really did change in Inazuma with the Makoto-Sakura incident, and as a result they have to have a completely separate system of timey-wimey stuff for Inazuma than as elsewhere). Literally every time any theory I've ever seen (except this one) references an area where stuff changes due to the samsara the person acts as if nothing happened. For example they typically frame argument as if Nahida thinks she is only 500 years old. This is false of course. Even if you do think "only memories" change instead of the truth you ought to at least remember that memories do change, That is a fact common to both theories, the difference being why memories change - either "magically" or as a logical result of the past changing. But uniformly people who say "only memories" change, do not remember that even memories changed. So I suspect the reason nobody has addressed this issue (not including me of course) is because they answer your questions by saying "Nothing changed. Scaramouche still did all that stuff." which completely misses the point of about half of the Archon quests from v2.x through v4.x If all memories changed AS IF he never did it then the Fatui no longer have the results of all the experiments Scaramouche did for them, including the loss of any written copies of the results of those experiments. And if Irminsul "fills in the gaps" with false memories how come it didn't bother to fill in the gap for the missing 6th Harbinger? Such a great theory that "only memories" theory. It's as if it acted to change the memories of all the lore "experts" out there to remove the memory that something actually happened in Sumeru Archon quests.

It's not that complicated. The Fatui don't need Scaramouche any more. Just like they don't need Signora any more. The only slight issue is that Signora has to do her job again each samsara and Scaramouche does not. But when you think about it Scaramouche doesn't really do anything that's required to repeat each samsara. He's basically been gathering information which can be passed through to the next samsara. As you say the only exception is the Inazuma gnosis but what he does there is nothing specific to who he is. He feels like a bit of a spare wheel. Signora could have done it. The more interesting question than how can the Fatui work things through without him, is why doesn't Irminsul replace him even if the Fatui don't care? Certainly this is within the expectations of Irminsul, since there are events you can change and those you cannot. But it seems like skipping out number 6 when you're counting to 11 is ... something people would notice? Feels "big" somehow especially compared to a broken vase. My guess is the Fatui influence things in such a way as to avoid picking up another rank 6 or moving all the other Harbingers up one rank. They clearly know their rank 6 is missing due to a samsara shift. But they probably don't much care since Scaramouche performed his job.
