Bayle the Dread is a secret optional boss in the Elden Ring Shadow of the Erdtree DLC. You can find it at Jagged Peak Summit, which is a hidden area accessed via jumping down a cliff in the Dragon's Pit.
Bayle the Dread is a dragon boss fight, and is one of the hardest in the DLC. Make sure you have gotten plenty of Scadutree Fragments else most of it's attacks will just one or two shot you.
