The fact that Javier didn't aim at John and Arthur in the final clash but rather pointed the revolver at the sky made me respect this character much more.
He does point it, the part where he's pointing his gun in the air is him reluctantly trying to point his gun at them, play the scene at 0.25x speed and right after the random Pinkerton agent fires a shot, pause and zoom in on Javier and you can see his gun is pointed at them, and you can see him raise his gun up again after he heard the shot.

Bill too. Both Bill and Javier went with Dutch out of loyalty for the leader, but you could tell they didn't want it to go that way. They just didn't have the clarity that Arthur had after he knew he was going to die.

My headcanon that explains character inconsistencies (like Javier and Bill) is that RDR2 is from the perspective of John or Jack’s memories of how everything with the gang was, we always look back on times fondly and often better than they were.
i agree with this. out of everyone John had to go and kill, Javier was the least out of his element to do anything to cause John harm.
