The UP government did not gave the remission on its own , it was the direction of the Allahabad high court in Piyush Bhutani case where the state government gave statement in court , and the court directed the RTO to refund the road tax charged on the petitioner hybrid vehical.This was a part of the EV policy 2022 but never implemented , this is why the government of UP is so shaky and is trying to find ways to wiggle out from this
