The crane corps is arguably one of the stupidest ideas that ever made it onto film. Not to mention the archer at 1:40 who says "aim for the eyes" on a swarm of fast moving enemies that are 100's of metres away.
The film's director's idea was to say: In those days, using this method to allow the positions of other soldiers to firmly protect the walls and the need to use "bait" to lure and delay as long as possible. To be able to do it, but like you said, this method is completely stupid and ruthless.
In the movies defence, they do say these creatures only attack every 60 years or so. Its likely that the Crane Corps was highly effective in past battles, but since the monsters learn from the past, the Crane Corps methods are now ineffective. Notice later in the movie they never use that strategy again and instead use the blades within the walls and also suspended soldiers?
It's so dumb, It would be like sending 1 man to fight 20 with a signal mag with his gun expecting it to go well. Like they have bows just make more of them and fire down towards them lol.
This movie's plot has so much potential to be good, even the graphics and actors are not bad but there are stupid blunders that makes it a below average movie. It has so much more potential.

Sending people to bungee jump into that with a spear is basically accomplishing two things: feeding the horde and wasting vital manpower. Good lord, who thought this was a good idea to put in a film? This isn't Attack on Titan, people, you're literally just fishing with legitimately skilled warriors as bait.

The mostly useless warriors there are walltroopers. These girls are better for wall defence (spearwomen or archers) at roof than being a food for monsters.

Don't care what critics say, I enjoyed the movie. Plenty of action, the special effects and monsters were real looking, and the primitive weapons were well thought out. Might one day a cult classic.
another reason to shit on the crane corps is that the jumpers wore bright blue armor, which would be just a great attention giver and making it easier to see them. they couldve atleast made their armor the color of the wall so they'd have some sort of camouflage at least making it a bit harder to see them

just the opposite, this movie was targeted at a Western audience. Do you think they would include a white hero (Matt Damon) for the Chinese market ? The purpose of this movie was to open the Western market for the Chinese film industry. So they tried to combine a Lord of the Rings story with Chinese aesthetics and the white guy gets the girl. On paper not a bad idea. Execution wise the film was perfection. However, the story itself was ... below average ... and maybe the Chinese didn't fully understand that Western audiences at large actually prefer good story telling over fancy aesthetics.
