It would be very helpful if one example of WBS was presented. Ky query is till what level I should keep on decomposing my deliverable
Great suggestion! The level is defined for project in your approach, no standard, in general having deeper than 4 levels are difficult to mange but it depend on complexity of the project.
You have mentioned in WBS dictionary that there will be budget for each Work Package of WBS. Since, budget is involved, obviously cost is involved. Unless once does not know high level resorces ( material for doing the work, some extent activities, duration inputs of human resources to complete those activities) cost involved WBS level is not logically possible to be ascertained.
So, in WP level, is not , logically, high-level physical resources, human resources, duration to accomplish the work package ( here by choice high-level activity level will need to be known) required? These information will lead to know the cost/budget.
Scenario tells that there will some level of activities against work package need to be known to figure out some level of cost/budget . But detail level of activities against work package will be explored in schedule chapter . Appreciated to pass your comments on it.
Estimates at the WP level are higher level compared to activities level estimates, so as we move granular level planning cost and budgets are refined ad we move to fewer uncertainties.

Can we not explain the issues as follows (1). 1st step , only planning package will be developed ( Create wbs process) in 1st iteration (2) 2nd Step, define activities for the planning package deliverables (3). 3rd step , estimate activity resources (4). 4th step , estimate activity durations (5) 5th step , Estimate costs (6) 6th step , in 2nd iteration ,working package will be developed (7) 7th step , WBS dictionary , will be developed , where we can find work package cost .
In my opinion, now it makes sense to get work package cost/budget. Because, in order to calculate high level cost in WBS level. I don’t find any basis to speculate the costing without i) identifying activities , ii) number of resources and iii) activity durations are explored . So , could you please tell either how we could do the higher level estimate or the way I understood is the correct approach . I appreciate your comments on my text.
Scope Baseline also includes Work Packages and Planning Packages
Work Package and Planning Package both are component of WBS and WBS included in Scope Baseline.
Planning Package- A work breakdown structure component below the control account with known work content but without full schedule activities.
Work Package- A work defined at the lowest level of the work breakdown structure for which cost and duration can be estimated & managed.
