a mayor should already know all about the finances, it's their main function to see that a budget is balanced. sure, i can see not having all the numbers committed to memory, but they should still have a broad recollection they can relate off-the-cuff. if your mayor can't tell you how much is being spent on, say, the police, then they need to go, such things aren't 'someone else's job.'

they're expensive to build, maintain, and insure with a relatively short lifespan, that's why so many of them close. then there's the problem of staffing them, particularly today. your town has to have the extra money to have one, they're not for poor communities. because of all the downsides, they don't pay for themselves, and when the time inevitably comes when you either have to shut it down or repair it, you have to issue a bond to pay for it.
they'd be better off trying to get a YMCA if there isn't one around already. a Y also provides daycare.

I said yesterday that I wouldn’t be surprised if Tiff’s makeup artist is being paid weekly- one week Thornton, the next week, Dolton. Plus, I don’t know if this is where she is skimming cash. This guy is actually a stylist and works with his client, Tiff, from her wig to her Louboutin-clad toes. She is having the town pay thousands of dollars for her wardrobe. Then, she doesn’t use her salary and banks more cash. So, technically, the whole thing is skimming off the top because the village should not pay a penny for her personal maintenance. The irony is that it doesn’t even matter how expensive her clothes are- it’s still just like putting lipstick on a pig.

a mayor's responsibility is to make sure the budget is balanced. to say that's not her job is absurd, managing the budget is really the main thing they're supposed to do. she thinks her job is to set up self-serving piddly events that shouldn't cost the village much if anything, yet probably still cost $20K for signs, flyers, and shirts from one of her crony's businesses willing to give her a kickback.
