Are the wagon wheels solid plastic or rubber?

If this thing was higher it could be a great thing for on the road sales people I know some people that are on the road sales and set up at venues that would definitely be interested in something that they can lug around and set up with a small table and with a power station maybe lithell can target the marijuana brand influences that go from shop to shop
