I just tested this out, and I had my PS4 already on, but I turned off my device through the PS button menu, and it worked 1st try without trying to reconect to my Playstation.

It happened to me that I previously connected it and it was on the list of paired devices and for some strange reason I had to make the steam deck to forget the device to connect it again 🤷‍♂️ otherwise it was not detecting the dualshock although it was flashing the light
