A program called "Lunar Magic". It has similar features like Mario Maker as you can "just" use it as a level editor, but you can also actually make much more special stuff like custom backgrounds or new mechanics if you know your way around programming. Check out the romhack "Invictus" if you want to see what can really be accomplished, it has lots of custom stuff.
