Stanley Ralph Ross deviated from the original Marston origin. Hippolyta's line indicates that Diana was born. Her Father would be Hercules. The original origin said Diana was sculpted from clay and brought to life by Aphrodite after the arrival on Paradise Island/Themyscira. Therefore Drusilla was sculpted from clay and brought to life. Drusilla was a composite character bssed on a character from the comics was was neither a sister nor a Wonder Girl. This allowed the series to have a Wonder Girl in their timeline without damaging Donna's story. Her story could be properly told later. Drusilla would have existed but not mentioned before her introduction. It would stand to reason that Hippolyta kept Steve hidden from Drusilla by keeping her very busy in studies and training at the Summer Palace on the other side of the Island.

This was the first episode. The sister was invented later. TV shows do that so often. They come up with a new storyline that conflicts with an earlier story line, but just go with it anyway.
