From my experience, I visited 4 Davao, also considered the top 10 safest city in the world. Cebu is a good choice because of beautiful beaches and nice people. Fluent English. No language issue.
Kamusta? All filipinas are ganda, but a province girl just is so attractive. and only 4,000 php a month for rent? I rent a 3 bedroom house and pay 125,000 php ($2500 usd)! :(

As a 38yo "foreigner" I've been wanting to visit the Philippines, but don't even know where to start. Best cities? You gained a follower

To foreigners who wants to visit Philippines for the first time I would recommend Davao and Cebu as last plane home mentioned
@Last Plane Home there is no beach in cebu. They are not that fluent in english for the majority. Davao and all Midanao is a no go zone.
