I am going retest with a PCB on the Plate maybe the aluminum is to reflective.
Temperatures Are Good Enough and within 3-4 C from Set Point.

You must take into account the reflexion factor of the surface. Best way to use the thermal camera ( I have the same and it is very precise) will be to put a black tape or something different on the heater and measure this.

the shiny,reflecting alu plate surface doesnt allow correct temp measuing with any kind of pyrometer including thermal camera.
