What Are the " Mario Mandates " ?

    Lizard-y whines about how an era of Super Mario games wasn't as creative.
    In the late 2000s, after developers began going too far with the Mario IP (Mario Strikers, Super Paper Mario) in order to tone things down, an IP Team was created which would check all character designs, stories, etc.
    This is the idea of the Mario Mandate, a fan 'theory' which has been found in various different Mario titles. Such as Paper Mario: Sticker Star, New Super Mario Bros. games, Super Mario 3D Land and World, and certain sports games.
    But is this really the truth? Or is it more deep then you think? Let's find out together as I ramble about the Mario Mandates and try to figure out a conclusive answer as to what exactly it is.

    PLEASE READ BEFORE COMMENTING:
    This video was in the workings ever since July, and has taken up to now due to various life problems getting into the way. I thought it would be a great idea to upload it on the date of the 9/14 Direct, but the announcement of the TTYD Remake only throws a massive wrench into this entire video.
    We don't know if remakes are an exception to the "mandates" or if there even around anymore, but it is clear there was an IP Team for Intelligent Systems since Color Splash. I hope the mandates are completely gone now for Intelligent Systems, thank you for understanding and please watch with an open mind.
    TL;DR : I was making this since July, didn't know TTYD Remake would be announced and that complicates everything in this video. Thanks for understand, and I'm sorry.

    You know what I think what might have caused the entire “Mario mandate” thing? IP problems. Super Mario RPG was in licensing hell for a while, which is probably why a lot of Mario games ended up feeling “bland and stale”. They didn’t want to lose any IP rights, so decided to stick with what they knew they had the rights for. But with all these new games and remakes coming out, it seems like Nintendo is getting very confident with their licensing and feel confident enough to allow remakes of their more “controversial” games and letting their developers to take more risks with art styles, ideas, stories, et cetera.

      That's a very good point on paper but it has 2 major flaws 1 the reason square retained original character rights was because that was part of the deal to get Mario RPG to happen at all and 2 Intelligent Systems for example is directly owned by Nintendo so Nintendo owns any content they make even fire emblem. To further prove this is the fact that ttyd's bartenders are clearly bean people from superstar saga also chuckacola makes an appearance as well both of which were created by alpha dream proving that og Mario content made by 2nd party devs is not retained by the devs but Nintendo itself also to prove this point further when rare was sold to Microsoft Nintendo retained rights to rare made characters like Diddy and k rool.
      Again it's a really good point but unfortunately it just doesn't add up even if it did that's not a good reason to limit your content.

    Personally, as someone who likely helped normalize the term "mandates," I was just going along with how those breakdown/timeline charts worded it. I felt like those shed light on a lot of interesting stuff and it inspired me to make my own video on it a couple years ago. However, the biggest thing I've learned since then is that the mandates aren't a cut and dry "either they exist or they don't."
    Instead, I believe it's a spectrum, and brand recognition is the root of it. I personally am not satisfied with any reality where Toads can't be varied to the degree they were in TTYD or Mario Party Advance, and I think any fear of that "sinking the Mario Brand" is incredibly irrational. There was nothing wrong with the Mario brand in the 2000s. That's the era I grew up in, and I was very into Mario. Moreso than I would've been if it was as sanitized as it was in the 2010s imo.
    I don't think original characters in the vein of Antasma or the BFFs are disallowed nowadays, but if they originated in an RPG I do think there is some clause internally that says they aren't on the table for being added to say, a Mario Kart roster (which sadly has existed as long as Mario RPGs have, I really wish it would be lifted soon). I definitely do think something IS actively keeping Toadsworth from making new (non-remake) appearances, as well as other Toads with varying features like hair, body shape, or even gender outside Toadette (who herself in my opinion got lucky by being an established Mario Kart veteran by the time they tightened things, so she slipped through the cracks or they deemed her popular/relevant enough to be granted an exception). And thusly I think that there is still work to be done. There was no reason for Toadsworth to be turned into a "this was blatantly Toadsworth in early drafts" other than brand pettiness. And yes, in that case I do prefer calling it "brand pettiness" over "brand recognition." The movie managed to have FOREMAN SPIKE in it, but Toadsworth is where they draw the line?

      Wasn’t expecting to see you here lmao, but I completely agree, it’s more of a spectrum, not exactly a clear yes or no, it’s hard to label it that way. The way Nintendo has been handling toads specifically is just really weird and I don’t get it

      I feel that. Back in the 2000's I was a big Mario fan for awhile too, but once it started sanitizing itself, I wasn't as interested even though I still really enjoyed the games. After my Mario phase I got really into Sonic and have stuck with the series since because it has more interesting lore and characters than current Mario, even if Mario games typically are more polished than Sonic games

      My only worry is Nintendo purposely release them right near the end of the switch so that they don't sell as well due to era deadline. It would be pretty snide of Nintendo to do that.

    I believe that the mandates do (or did) exist because the late 2000 trough the early 2010s feel way too safe and monotoness to have been just a coincidence between all teams working on all Mario games at once, I don't think they were as prominent as we think since stuff like Mario & Luigi Dream Team exists, but it was really noticeable that something went wrong around that era

      Actually, Dream Team began production in-between Bowser's Inside Story's release and Sticker Star's development, this mean the reason Dream Team felt so more creative like Pre-Mandates era was basically because out of pure luck and timing in their favor, which kinds of invalidates the exception people often give that game as technically speaking even though it was released Post-Mandates, it counts as something from the Pre-Mandates era.

    the only hypothetical thing I can think of with the mandates is that there less of a mandate but more like a guideline intended to keep things under the mario umbrella somewhat consistant to prevent mario from ending up becoming too chaotic and inconsistant. But some games like the modern paper mario ended up taking these guidelines too far with keeping things consistant that they refuse to even use pre existing characters and races for some weird reason. If these mandates were ironclad then something like odyssey or Wonders, or more specifically the mario/rabbids series wouldnt even be allowed to exist at all (Mario/rabbids makes even less sense as if a team in ubisoft can make more liberties than intelligent systems a close 2nd party studio then theres something up with intelligent systems).

    The mario mandates exists or at least existed at some point after Super Paper Mario. Theres some leak in resetera years ago about how Miyamoto and other devs in nintendo thought second parties were getting too distant from mario in the spin-offs so a IP team was created to supervise it. not sure if its as hard as before but it was certainly a process that existed between 3ds/wii u era and early switch development

    Good insight there. Yeah, the mandates are an inconsistent thing.
    Looking back, one defense I can make with the mandates is that it's meant to control Mario and prevent it from becoming a mess of ideas.
    Whether this is a good or bad thing depends. While this means that Nintendo wouldn't create such dumb lore that would boggle people's minds, this prevents growth when we could be having more of it.
    It's true. Ken Penders REALLY hurt how people view lore expansion, but that's BECAUSE of his ridiculous ideas and themes alongside how he's SO convinced everything revolves around him. When Ian Flynn, who has the same vision but isn't SO out-of-touch, took center stage, he made Sonic Frontiers' writing REALLY pay off.
    And funnily enough, when Disney Illusion Island was released, they introduced new lore and ideas we've been asking for from Paper Mario. Granted, Mickey Mouse doesn't have standard generic characters, but still.
    Overall, to me, the mandates are a necessary evil, preventing Mario from not screwing around but restricting what we can get from it. But when other media can flourish without the need for mandates, it's clear that we need competent devs, not randomly overbearing restrictions.

    Honestly the biggest problem with modern Paper Mario isn’t the lack of original characters or the lackluster story. Those things suck, but the biggest problem is the genre change from classic rpg to a puzzle adventure with some rpg elements. If origami king had a traditional turn based battle system and a leveling system, it would have been 100 times better.

      Thank you so much!! I actually had a document I made (with various assistance from others) of several important quotes that relate to the mandates from all over the Mario games. Although I wasn’t able to fit all of them into the video to avoid it just becoming a lot of quotes mushed together lol

    I do believe the "mandates" were real and most creative character designs while they were active were achieved by finding loopholes, primarily by making those characters: a) not based on any pre-existing Mushroom Kingdom species, and b) technically being native to locations OUTSIDE the mushroom kingdom. Even to this day, most new and interesting Mario characters designs are used on characters explicitly not from the mushroom kingdom. I don't think the mandates are still in place, but I do think that Nintendo probably prefers to NOT alter designs of established characters and species from the Mushroom Kingdom as much as possible, instead opting for creating all-new characters and species when possible.

    From my perspective, It all boils down to Nintendo wishing to keep the brand consistent betwixed the casual market, and their hardcore veterans. Which is convoluted and muddied when Odyssey, and more recently Wonder, get brought up. So in my opinion, so long as Mario is the main character, and is on the box art, then Nintendo should be able to do whatever they feel like doing with the Jump Man. It sounds clickbaity, because it is, but it MIGHT work.
    And for the record, Most concept art I saw of people posting on Twitter, and in dedicated Art Books especially, some looked miles better than what we ended up with.

    I feel that trying too hard have "brand recognition" in Mario goes against the series's identity as whimsical and fun. A lot of games in the 3DS and Wii U era felt like stuff we already got before, if not even worse, and that's on top of series either disappearing (M&L near the end of it) or going on gigantic hiatuses (such as Strikers).
    It's a bit TOO easy for the higherups at Nintendo to think that "maybe second party devs are going too far", but imo that's a pitfall they should be actively avoiding; going crazy with characters, worlds, and narratives is fun (both for the devs and for the players), and "fun" is at the root of the Mario series design.
    Rosalina's backstory felt written by a child in the most pure and wholesome way, Super Paper Mario's plot is literally a Romeo & Juliet inspired fanfiction, Strikers used to go all out with the gritty and crude aesthetic in everything from character animations to even their stage choices. Hell, Super Princess Peach was intentionally a cute little game with some cleverly-hidden innuendos, and *that's fun*.
    That's why it stung when we got things like New Soup 2/U or the "NPC design downgrade" M&L remakes, regardless of whether there's an IP team at fault or not. It takes away that joyous whimsy of discovery that comes with them being Mario games to just say "you wanted more so here's more!". (And if the game sucks on top of it, like Sticker Star, then that's even *worse*)
    tl;dr no, even the casuals would still find Mario incredibly fun and charming even if you went wild. Odyssey, Luigi's Mansion 3, and now Mario Bros Wonder and the two remakes of beloved RPGs should be proof of that through how much positivity and good PR they garnered on their own)

    Screw "brand recognition". EVERYONE knows who tf Mario is. Toadsworth shouldn't have been left out of the Mario Movie due to "brand recognition". That's bs. He deserved to be in the movie. If they had been using him more instead of ignoring him and acting like he didn't exist, they wouldn't have to worry about their stupid little "brand recognition". You don't NEED brand recognition with Mario. Seeing Mario, Luigi, Peach, and Bowser is all the "brand recognition" you need. The Piantas also don't deserve to be excluded or phased out because they're worried about "brand recognition". I actually really like the Piantas. I am so mad that they act like Toadsworth and the Piantas don't exist anymore

      To strengthen your point, if you already include the main characters, like Mario, Luigi, Peach, and Bowser, having others like Piantas and Toadsworth should only strengthen the image more.
      "These characters were from previous Mario titles, cool to see them here!" or "Who are these Mario characters? Let me find out more about them!" Which leads to the newer audience discovering Sunshine. There you go, Nintendo.

    Good conclusion! When you come down to just the solid facts and remove everything that's just speculation, you're left with something that's pretty difficult to refute. I long to see the day where we can have new Mario characters like the TTYD partners again.

    I use to believe there was a mandate until they starting revealing that really made me rethink that(Daisy in Wonder, TTYD, etc.) Since the Wii U failed, Nintendo decided to ease up a lot of on the brand, but I wouldn't say all the way. Mario Switch games are some of the best in the franchises but something about them to me, felt a lot more casual than usual.

    In my opinion remakes aren't exceptions to the mandates because Mario & Luigi Superstar Saga and Bowser's Inside Story still got sanitized in some areas and I believe Nintendo allowed them to preserve some original characters and designs but not all of them, I doubt it was laziness from Alphadream, it was their Last Stand before bankruptcy. I believe the Mandates were officially dead now and the last game affected by it being Mario Party Superstars in 2021.

    Conclusion:
    The mandates are real, but not anymore. Ever since shady workings (Super Paper Mario, Galaxy 2, Mario strikers) were created, Nintendo wanted to make sure that they would NEVER make something way too beyond Mario scale, so they created mandates. The mandates make sure that the devs of Intelligent Systems can't modify existing characters, only create VARIANTS. However, Ubisoft, Alpha dream, and Camelot (idk spelling) can make variants, modify existing characters, and make new ones. The mandates have existed from Mario Galaxy 2 to Mario odyssey, when Nintendo became more casual with mandates. Now the mandates don't really exist anymore(my opinion), and any dev can make variants and modifications with Nintendo's permission.

    This is an exceptional and comprehensive look at this issue and I am in agreement on most everything you said however I don't agree that mandates are the real issue behind paper Mario's quality specifically.
    For one thing nobody ever talks about the fact that Sticker Star had development overlap with FE Awakening which was no doubt a problem because Awakening was the last chance Fire Emblem had to find it's audience so Intelligent Systems put everyone worth while on it over Paper Mario. Now I don't doubt that restrictions were in place to an extent on Sticker Star but even by the rules you laid out there was no reason the gameplay had to change and the fact we got such a broken battle system shows just how little care Intelligent Systems gave to Sticker Star. Ok well sure FE inderictly caused Intelligent Systems to abandon Sticker Star but something unexpected came about this. Fire Emblem got HUGE post Awakening even in the USA and became one of Nintendo's top franchises which unfortunately has led to Intelligent Systems focusing almost exclusively on FE. They can't even develop Advance wars anymore the new remakes were outsourced let alone a Mario spinoff which is really messed up cause the first 3 paper Mario games are the main reason they had the money to make Awakening in the first place.
    Also the lack of mandates in Mario and Luigi proves this still after all the only difference between alpha dream and Intelligent Systems was that alpha dream didn't have a major personal series they had small stuff but Mario and Luigi was their big series. It's clear that mandates existed to some extent for awhile but honestly I think they were mostly just excuses from Tanabe and Intelligent Systems to explain why Paper Mario sucks now but also not to have hate spin towards fire emblem especially since sakurai's baisedness already caused a lot of hate towards the series for being over reped in smash.
    And I know and understand that this video was posted at a bad time but I will say the most daming thing to prove is the fact we got the ttyd remake which doesn't have any of these problems on a system with a LIMITED number of FE games.
    I'm sorry but their is no proof of mandates besides what came out of Tanabe who is an employee of Intelligent Systems the only company to have this problem which is very telling coupled with Paper Mario's drop in quality lining up with Fire Emblems rise as a major game series just can't be conincedence even if these mandates existed they never said to make broken unpolished battle systems.
    Hopefully ttyd is either being outsourced to a new company which can make paper Mario from now on or Intelligent Systems has fired Tanabe or at least pulled him from paper Mario and is making it in house if that's case HOPEFULLY they actually get off their high horse and give the series and fans that kept them alive to make fire emblem in the first place the games we deserve.

    As far as I heard, the mandates really hit the paper Mario series because of Super Paper Mario. But then, it's an art-deco platformer with a rather dark story that barely involves the core cast instead of the rock-solid RPGs that had been released under the name before then. A radical departure like that would obviously provoke a response.

    The 'mandates' (could be a better term to use due to our lack of insight) stem from fans' frustration with Nintendo, exactly for what you pointed out as brand recognition. Mario's mainline villains are Bowser (+ Bowser Jr. & Koopalings), Wario, Waluigi, King Boo, Petey Piranha... and not much else. Having a unique big bad is a breath of fresh air and elevates the kind of story that can be told. Not that it's a big deal anymore. Nintendo bringing back Super Mario RPG and TTYD is sign enough that they want to reassess how well the new generation of players respond 'non-Mario series' characters in Mario games.

    I sincerely hope that TTYD HD is *at least* the same but with better graphics and stuff, if not outright _better_ through various quality-of-life changes, etc.
    Sadly, I highly doubt that the most iconic glitches from the original release(s) will still exist (and while there may be some new ones instead, there's no telling what they might be like)...

      Yeah I doubt we’ll see any glitches return, but in terms of quality of life I think we’ll be getting a lot, from the trailer alone there’s been a ton of improvements (like Mario and co. making actual instead of the “❗️” and another more unique toad being added to Glitzville, presumably to make it look more lively)

    If you ask me, I think Tanabe's claim about there being a strict IP team is bulls###. If (emphasis on "if") there really is an IP team being so strict as to force Modern Paper Mario games' casts into being so painfully basic and homogenized for the past three games, why do other spin-offs like Luigi's Mansion 3 and the upcoming Princess Peach Showtime get to have new characters? My theory is that Tanabe took Miyamoto's advice back in Sticker Star's development too far; and despite knowing that there are other spin-offs that get to be more creative with their casts, stubbornly continues to stick with taking these restrictions just as far in his vain attempts to prove that a Paper Mario game can be good even with just a basic cast to validate his over-bloated ego.
    And about Alpha Dream's reasons for making Paper Jam's cast very basic too, it doesn't work. Even if they didn't want to make their story for that game too complicated or whatever, that doesn't justify leaving out Toadsworth after having him around as Peach's advisor in pretty much every M&L game prior. It doesn't justify why we couldn't have Paper Toadette too. We could've had her work alongside regular Toadette, but no! It doesn't justify not having Kammy Koopa partner with Kamek instead of just a paper Magikoopa. She's supposed to be Paper Bowser's right hand. It certainly doesn't justify the selection of bosses that were used for that game. I'm not complaining about the Koopalings, but the other bosses. Two versions of Petey Piranha, two giant Pokeys, a lousy squad of Charging Chucks, a giant Wiggler, King Boo, and King Bob-Omb? What about all those unique bosses who worked for Bowser in the first Paper Mario? The Koopa Bros, Tutankoopa, General Guy, or the Crystal King? They would have been more interesting boss characters to use for this kind of crossover. Lastly, it did not justify only copy-pasting the same adult male toad for pretty much every Toad NPC. They could have at least had some variations among them in terms of age and gender, and it's not like any of them had to be important to the story. Any story, especially simple ones, can be diverse with their extras. None of this should have been that hard to think of. I find Alpha Dream's excuse of "not wanting to overcomplicate their story" insulting for these very reasons; especially when they had a golden opportunity to make it so Paper Jam could have filled in that homogenization void Sticker Star had instilled so many disappointed fans with. Simplicity and incompetence are not the same thing.

      @@oliverhurt3418 The fact that Paper Jam had the Paper IP on it and still couldn't be as creative as its predecessors can't be a coincidence, the mandates must be real, they simply seem to be specifically targeting Paper Mario, but nobody knows why.

    I remember when I was playing Sticker Star and I found the Goombella field notes... It sparked a joy spark on me that the next paper mario would bring interesting stuff back!
    But it didn't... At least Origami King was so much fun!

    Isn't SMRPG more of a Square-Enix game than a Nintendo game? I imagine Square didn't want to give up its rights to any of the original characters that appeared there, no matter how minor, and that split ownership is the primary reason the remake looks to be as 1-to-1 as it does.

    I do have to wonder how much of the Mario Mandate was simply a matter of developer preferences. Super Mario Bros. Wonder is a game which really makes leaps and strides to be distinct from the New Soup games, but it still very much uses many of the same world archetypes which had became standardized from that subseries (grasslands, dessert, snow, water, lava and the like). Maybe the devs just...like having the same types of worlds? It's certainly a possibility to consider

    The only "mandates" I've heard before this video was once hearing that Miyamoto limits how much story the Paper Mario series is allowed to have
    No idea if this is true though

      It wasn’t Miyamoto, Miyamoto only *suggested* to the Paper Mario team that they only use characters from the Mario World, but the team took this to heart
      and from there in general they decided to have a new philosophy on story about having more memorable moments rather than a deep plot after how a Club Nintendo survey said that not many liked Super Paper Mario’s story (which is a dumb thing to base the future of your games on)

      I agree, I don’t know much about Sega IPs but with how Sonic Frontiers turned out it felt like an amazing shift in tone for the series and a lot more creatively unique if that makes sense compared to games like Lost World and Forces.

    I feel like AlphaDream's bankruptcy ironically saved the Paper Mario series and made the RPG remake possible, since it put what had become their "main" Mario RPG series in highly uncertain territory and forced Nintendo to fall back on Paper Mario, at least for the time being.

    Super Paper Mario is a surprisingly *bad* game with an overall trashy direction with the character designs and melodramatic story. If the boogiemandates *are* real, I wouldn’t be shocked if SPM was a direct cause.
