If anyone takes apart the olympus 35 rd rc sp etc the self timer dial is unusual in that it unscrews CLOCKWISE as you look at it. You see them for sale with the lever broken off.

When you advanced the film on the camera that was loaded with film, the reel winding mechanism didn't seem like it rotated. Is this normal with this camera model? I do have this same camera but have never used it previously. Hence the question :)
There are many meter and exposure problems that are not due to cell weakness or failure. These would have to be checked before concluding that any problem was due to the cell. But if the cell has failed, the only recourse would be to harvest a donor part from another camera.
There are many reasons why the red flag may not work properly. One common problem where the red flag never rises into the finder is that the aperture blades become contaminated by lube and stick together so that the shutter fires even when it shouldn't. Other problems result in the red flag always entering the finder and the shutter never fires. There are technicians who can diagnose these and repair them, but in most cases they can be fixed by someone who knows them.
I could not figure out for the life of me how to open this thing up. This video was really helpful.

Did you have much trouble screwing the front element back in? Mine won't go for the life of me!
