For those who don’t know, the rims in these games are smaller than regulation, you can’t fit two balls in at once like you can on a normal rim. They also use springs with a lot more give to make the rim bouncy and therefore more difficult to shoot in

Irrespective of smaller and/or (possibly)odd-shaped rim, shooting outside is way harder than doing so indoors with a controlled environment using top quality basketballs. Constant adjustment for winds and varying tread/pressure effecting grip on each ball...it's all part and parcel of skewing the game in favor of the operator.
This is more than likely at 6 flags. I've tried that game a few times. The balls are super light, you almost have to throw them at the basket, and you can see the rim is slanted as well

However, it will actually a lot more simple than it really is depending on the amusement park, they'll hire the rim to about 11 to 12 ft instead of 10 and a lot of times they'll make the rim slightly offset
The spring is not as thick so it’s more bouncy. Now imagine a hoop on your sidewalk the wind blows it forward making the rim slightly bend inward. Corner shots are best, shots from up from would have to be swishes usually.

Balls are never pressured with air correctly and may be a bit heavier than your average ball. Rim is either over or under 10 feet, and also not level. Rim Spring is super bouncy so the ball will rarely go in on a bounce (people aren’t allowed to dunk, yet it’s that loose). All these are done intentionally to throw off your memorized shot mechanics.
Gotta hit all net if you hope on making it on these, need extra arc also for better luck with bounces when you do miss on these rims.

Regulation basketball hoops can fit 2 basketballs through at the same time, carnivals use hoops that are 25% smaller than a regulation hoop.

The ball appears to be wobbling. Also the rims are likely a tad smaller in size and slightly tilted up in the front as well as not being regulation height off the ground. So many ways to mess with the shot.
The rim isn’t in tight. When it shakes that increases the chances of the ball not falling in. That’s why when he hit the rim the ball would roll over the rim but when he swished it, it went in aswell as the rim shook a little.

They make the balls different weights, so you can’t get used to your shot. They make the rim extra bouncy and they curve the rim to an odd angle but make it look like it happens because of wear and tear.
