Him and 5 others saw one. The ningen didn’t attack it just slowing swam farther away until they couldn’t see it any more. Not to mention the reports all seem to be random encounters and be describing the same creature.
I got you a perfect idea for you! It's "What if Sushi striker: the way of sushido was real?" A game about the main character trying to bring sushi to the world (even if I don't know that much or like that game) Or even better! "What if Yo-kai watch was real?" or you could do the What if: Splatoon was real? Mario was real? Megaman was real? Legend of zelda was real? Or you could just do "What if Yugioh was real?"

But you made sound a little like I’m a celebrity and I haven’t really thought of it that way. I say this because of the possible paparazzi thing. There is are sculpture garden of the coast of Europe, but I have also heard of sculptures being put in the ocean and pulled back up with the barnacles and stuff as part of the art. But I don’t know if they’re the same garden. There are also underwater cities in China (Lion City), and of the coast of India, Japan, and Egypt. Japan also has a WWII dumping ground where you can find old tanks and stuff but I would advice against diving there sense the bombs and stuff are still armed and, if nothing else, we don’t need any more radiation in our oceans, small amount as it may be. Or maybe it’s not so little. I don’t know enough about radiation in the ocean to speak thoroughly.
To be honest, if the Ningen -DBZ- existed, they would just be immediately killed or transformed in what we see them most fit for our uses. And also because they're sentient : racism.
