I mean, it requiers level 15 and is extremely gold inefficient, it is meant to be built after you reach full build and have nothing else to do with gold and the games where you reach full build and get 2000 more gold are pretty rare.
It was supposed to stop champions (usually marksmen) who built Berserkers greaves early from selling it late game for an item like phantom dancer or rapid firecannon, something that has been done for years if games reached full build. I personally love the change, it's something new that they're trying, similar to the new boots experiment they're doing with the symbiotic soles.
My biggest issue with Zephyr is the redundancy of the passive. By the time they get to upgrading their Berserker's Greaves, most ADCs already have plenty of MS in their build thanks to the recent ADC item changes. Giving them conditional in-fight movespeed doesn't help them as much as it should when they already move faster than the other champions on the rift.
It's an item that requires T2 boots and 15lvl. Of course it has low pickrate - no one in their right mind would buy it before finishing all other slots. And it's rare nowadays for a game to be that long
A few things about the video: Tank items loose efficiency the more you have. 2k hp to 3k hp is +50%, but 8k hp to 9k hp is only 12.5%. It’s similar with armour and MR, but it’s a little different. The less MR your target has the more effective MP is, as you will deal more ‘true’ damage. If they have a little bit of MR then AP is better. If they have a lot then you need void staff + shadow flame + sorc to deal damage. While the items for armour and lethality are different, it’s the same principle. Jak’Sho is a versatile item as it provides armour and MR that increases over a prolonged fight. This can stack up before the back line can be focused leading to a more favourable team fight. Zephyr’s purpose isn’t to be the 4th item you get, it’s a gold inefficient item that’s for super late game. MM buy berserker’s grieves. Zephyr is an item you buy once you’ve reached boots + 5 items. This is further seen buy the build path which is boots + 2k gold. There is almost never a reason to save 2k gold when you can buy components. The only justifiable reason is that there are no more item slots, which further emphasizes the role that Zephyr plays. The level 15 restriction is probably there to be thematic of what they represent and prevent newer player from accidentally throwing, but It could also be abusable on a specific champion (maybe Hecarim?)
This is all intended. It's not supposed to be something you would look at and want to build before you've completed your other items, hence the lack of gold efficiency. Obviously it's going to have a very low buildrate when full build doesn't happen often.

(boots + phantom dancer = 2 slots, Zephyr = 1 slot) Idk how much an item slot values or how is it useful (maybe it let's you keep a refilabble / dirk / lost chapter / dark seal without taking space?), but in that 3100 gold you pay for the inventory slot as well

The item exists for gigalate, when all your slots are full but you still rely zerkers.

Idk how much an item slot values or how is it useful (maybe it let's you keep a refilabble / dirk / lost chapter / dark seal without taking space?), but in that 3100 gold you pay for the inventory slot as well
