I need a mod where if you hit a bandit with an arrow right in the knee without getting detected, they'll suddenly transform into a city guard and turn on their friends. If they survive, they'll walk to the nearest city and just hang out.

I'd say it's giants. 90% of them are just chilling in their territory, the Jarl of Windhelm even gave one in his hold full control of ITS land and told his subjects to just leave him alone, but greater and grand soul gems need to be filled somehow and they have easy to access loot.
