In the early 80s Wisconsin Dells had boat races in a enclosed man made track,these boats were 1 person ,you need to find these or build them then race like you are know,what your doing is exactly what it was at the dells.
A game warden should give you people a long list of tickets. Polluting the water, disturbing wildlife, air pollution. Probably killing fish and turtles. How dare you.
