Its teflon tape and not uncommon to be used by professional at least here in sweden from what I have seen now those plastic tubes whit just metal clamps holding them in place feels sketch to me

Don’t use the brass fittings. They corrode and explode after only a few years. I’ve only ever seen it happen on the hot lines though, not cold.
