I remember seeing these in a store back in the early '90s. I believe it was Fred's. And I'm almost entirely certain several of my classmates were fooled by them, or possibly their parents were attracted to the likely lower price point.
Bo, tonfa, and nunchaku are all weapons used in karate, so I appreciate that the bootleggers put that thought into it. Throwing stars aren't, though, while Raphael's sai he uses as a ninja actually _are._ Only Leo needed a weapon change for this line, and I'd have given him either tonfa or kama, since tonfa are an Okinawan weapon like nunchaku and sai are and kama are the only truly bladed weapon used in karate (sai _can_ be sharp, but generally they still technically have blunt edges even though they're sharper than just a stick would be). It's a little funny that karate has weapons disciplines in it since the name is literally 空手 "empty hand", but it does.
I'm wondering if the Item number is used for internal cataloging within the Chinese prison system. I've heard they really put their prisoners to work, and it wouldnt surprise me if they didn't do some cheap toy bootlegging back int he 80s. I'm probably putting way too much thought into it.

I personally only know Splinter from my cousin so I could easily have missed him despite my ancient age. I was too focused on Transformers, and missed the whole turtles thing until it was over.

I have a soft spot for toys with actual fabric clothing, so they would get a definite pass from kid me (and all the weapons would get lost outside anyway).

I read that someone bought them and all his Turtles stands (grey thing where you can put them on) had Leonardo printed on them :( Also very cool that there will be a new SDCC 2014 First Movie collection will come out.
I think what's funny is there are official karate turtle figures now. Albit in the classics figure mold and packaged with cobra kai characters.
