I know it's a joke, but fun fact: ninjas actually did use guns AND explosives in their line of work.
You're utter amazement of the picture of Shredder dead on the ground made this whole video.
To answer such a late question, I believe “Pluckies” is just an adjective the bootleg company was using for their toyline but decided for some reason to give a multiple modifiers to the word “plucky” to imply there are a lot of them.
Or, for the more reasonable explanation, “pluckies” mean ducks; name after that one duck character from Tiny Toons Adventures. So bootleg Michalengelo with the guns is actually a duck.
Not true. Plucky means brave. Nothing to do with ducks. Plucky, pluck, is bravery.

This pushes the limits of bootleg toys. The ininteligible name and artwork of a Ninja Turtle with a 8th grade level of quality.

That spark effect is pretty neat, if I was a kid I'd want to play with it.
The face on the Protects Ninja logo on the gun on the box art looks like Oro's "yee" face.
The illustration of the turtle on the gun on the box looks like the inspiration for the look of the Bayturtles.
The title reminds me of Plucky Duck from Tiny Toon Adventures and the time he was an "Immature Radioactive Samurai Slug".

i used to LOVE friction guns and toys like this! I don't know about them being unsafe unless you like, broke them open and swallowed the gears or shot the sparks directly in your eye, and even then I can't see it doing serious damage.
Only problem was when the flint wheel was ground down to where it didn't make contact, that was the end of the feature and the toy became junk.
But yeah, the sparks where a simple joy from my childhood.

That word has more synonyms than any word should ever need.
Where "Protects" comes from is probably straightforward: Here in crazy ol' USA, handguns are often called "protection". Image search on "carry protection", and you get mostly gun results. In Engrish terms, it's a very short trip from "protection" to "Protects'.
And don't forget, Little pluckies ninja protects are number... 11?

If you ask me it looks like the bootleggers suspiciously traced over a picture of Baby Kermit from Muppet Babies and altered him to look like one of the turtles and very poorly done at that. Turtle Babies we make our dreams come true, Turtle Babies will do the same for you.

Don't worry about Phelous killing Shredder, as in the original comics, Shredder got killed off pretty early on, but came back later thanks to some plot involving clone worms! Also, Shredder survived the garbage truck in the original film yet came back in the sequel & the fourth CGI film suggested the possibility Super Shredder survived bringing the pier down upon himself as it was in continuity with the previous live-action films (personally I think they should have tried for sequel animated CGI film rather than the 2014 live action reboot)!
This turtles bootleg toy is funny because it predicts the turtles being on fortnite.

I'm not sure why he is being so sarcastic about the guns being dangerous, friction guns apparently started fires pretty frequently.. so they were actually one of the most dangerous toys on the market and not just because little jimmy broke his foot or something.

It was intentional. Bootleg Zones (unnecessary/incorrect plural) with the Phaylus (unnecessary addition of "the" and Phelous spelled wrong).
More direct evidence of it being intentional would be to look at the Bootleg Zones' spinoff/sister show looking at official items: "Miraculous Merchandise Zone (with Phelous)".
