I apologize for the delayed answer, if you keep completing your missions succesfully you will be offered a role in the OTA, and trust me with all the perks it gives, you wouldn't want to say no. Earth is very useful, it is very rich in water, nature and the clever minds of every human being! Gordon Freeman was able to escape from City-17 due to the incompetent Civil Protection, I can't speak for City-24 but I am sure they would do a better job. It will never happen again.
I apologize for the late answer, City-17's sad collapse was hard on all of us, luckily our glorious administrator is in safe hands. The city will be rebuilt, and a newer, better and bigger citadel will be established in the region.
