Running Focus Punch on Blissey is so funny, it's hard to come up with a worse move to run on a Blissey in doubles, you might as well just have 3 moves. Whoever was in charge of designing these teams was weirdly obsessed with Focus Punch.
It's definitely the weirdest design choice, but even Brawly being so obsessed with it is weird. Some of those bad moves choices are because the Gym Leaders were likely stuck using their given TM as one of their moves of choice as a design decision (like with Juan being stuck with Water Pulse over Surf, for example), but Brawly actually gives the Bulk Up TM in Gen 3, so they could easily have given him more variety in his Fighting STAB moves.
Roxanne, who has The Police on her side, ends up as #1 in this very important competition. Many people say that this is big government at work, and while I'm usually not one to don the tin foil hat, I have to say that these allegations have some Sting. I hope we can still count on the journalistic integrity of Mr Cool in the future to give us an unbiased account of the current state of Hoenn.

I always liked to think that Roxanne is actually one of the strongest gym leaders in terms of ability. Every gym leader holds back, so being the first in the way isn't something to hold against her. She takes her job seriously, is noted for her knowledge and intellect, and in the anime, she had some neat tactics. Bugsy from Johto is also cut from the same cloth. He loves his bugs, and knows what he's talking about to the point of being a walking encyclopedia. Conversely, Clair comes off as an unqualified nepo baby despite being the last Johto gym leader. Being just a sore loser like Whitney (who IS actually talented despite her ditzy exterior) is one thing. But then she sends you off to the Dragon's Den to take a simple ass quiz, and when you pass said quiz like any trainer worth their salt, the bimbo just blurts out that she never passed it. Even if she didn't care about the entire "power of friendship" stuff, she could have simply pretended to believe that it was the most important thing, if only because it was the common consensus. Or she could have at least shut up to not let it be known that she's such a weak and ignorant excuse of a "trainer". Oh, and one of the questions is something along the lines that "which is the most important? A) Strategy B) Training C) Cheating". Both A and B are considered acceptable answers, but what does it make Lance's idiot cousin, who failed? No prizes for guessing.
Gen3 surf sucks it's a 50bp move that only hits your opponents. Anyone who played lots of colloseum knows that. Also gen 3 double battle mechanic allows you to kill with the first move, and then the incoming target gets hit with the same move. And yes 50% today moves like rockslide deal 75 but not in gen3
I'm at Brawly's section as of writing, and Hitmontop does not get Fake Out in Gen 3. I was pretty disappointed when I found out, since it means that there's no way to get Fake Out + Intimidate in one team slot. Edit: At Juan's section now. In Gen 3, Surf only hits your opponents, however that's actually quite bad. Moves that only hit opposing Pokémon have their damage cut in half, while moves that hit everything, like Earthquake and Explosion, are at full power, as opposed to every spread move being at 75% BP in later gens. Water Pulse is still a suboptimal choice, since Waterfall and Hydro Pump are stronger, but it honestly might still be preferable to Surf, since it has slightly better BP than it in Doubles, and the confusion chance is...something, I guess.

I agree with Roxane explosion is disgusting in gen 3 doubles or mount battle style doubles. Since switch ins happen immediately boom can get multiple KOs per use.
Super fun video idea, especially after the episode of The Fridge featuring Droomish, in which you entertained the idea of high-ranked Trainers being psychopaths for such acts as "commanding Metagross to explode for an advantage". It's neat to see you apply your competitive knowledge and insights to the game world itself. Perhaps a similar follow-up video could be done with a future generation, or perhaps the Hoenn Elite Four? I think Drake would be an altruistic and honorable Trainer who fights fairly, and would not send his own Pokemon to their doom simply for a temporary upper hand in battle.
At least they feel more competitive than the Kalos gym leaders who all cap themselves at three Pokemon and seem to pick the crummiest choices imaginable.
Norman should have a Snorlax in place of the second Slacking. Instead of Spinda he should have Exploud, Ursaring, Granbull, Zangoose, Porygon2, or Miltank.

This question is actually more interesting than you might think
In a first-time playthrough of Pokemon Emerald, the Gym Leaders are obviously going to be pretty weak.
Any endgame team would easily defeat them, and it wouldn't be close at all against a half-decent competitive gen 3 team.
Roxanne’s initial team is literally just Geodude and Nosepass, with such frightening options as Tackle and Rock Throw
But in the Pokemon Emerald postgame, you are able to rematch the gym leaders, and by the the fourth rematch their teams are at their most powerful.

Sunny Day on Solrock has the purpose of weakening Water-type moves, so Surf spamming isn't as viable an option as it normally would be
That’s assuming that Solrock a) survives a surf/hydro pump and b) that the opponent is running water at all, as opposed to dark or ghost coverage.
