Muk even has a slightly higher HP stat than Glastrier, making it the superior mon in both speed and endurance, both central aspects of what it means to be a horse. Is it possible that this is a cunning plot by Horsea, who is trying to monopolise the Kantoan voice within the Horse Council? If so, I worry about Rapidash's council status and personal security.

Klawf, known user of High Horsepower, and being derived from the Horsehair Crab was excluded from this list of Horses, when as based of the Horsehair Crab means its is clearly a horse. Id like to point out zebstrika in the unofficial 35 pokes metagame was #2 in the format for a month as a serperior counter because it gets sap sipper and terra was banned on the top pokes for a little while so the terra stellar set wasnt useable. I know it wasnt official but 35 pokes is a great community and has alot of nieche pokemon being meta.
I would personally rank Arceus higher than Calyrex-Shadow. Not because it's objectively more powerful but because overall it's a better Pokemon. It can do anything and fit in every single team and can be molded, be its set or typing, to fit your team needs (even though only 1/3 of the forms are good) and in Anything Goes due to no species clause people will normally run 2 or even 3 Arceus because there just isn't a reason not to.
Syr Jimothy Cool, while this is a truly outstanding ranking I am left aghast and even a bit shellshocked after learning that Chople berry was not even in the consideration for the list. If Pecharunt gets to parade around as a pokemon, who are we to strip the mighty Chople Berry of its pokemon status and in doing so, the possibility of it being a Horse pokemon. It is our duty to uphold Berries rights.
I have been told that the beloved Pokemon Snorlax is offended that he was not included on this ranking as he learns the move High Horsepower and weighs exactly half as much as Mudsdale. I do hope the Horse Council corrects this mistake and recognises Snorlax as a horse.
I'd argue against Magcargo's placement if Golurk wasn't considered first. Unlike Magcargo, it got High Horsepower from the day the move debuted as a natural level up move. Even then I'd strongly consider Hippowdon before Golurk as it also learns High Horsepower and is based off a hippopotamus which means 'river horse'.
tera defenitly made cal shadowrider more broken than before. in gen 8 it atleast needed to worry about the 4x damage from sucker punch, and a lesser extent shadow snake but in gen 9 it can just terra and compelty get rid of that massive weakness.

Personally I'd rank Mudbray over Ponyta. Despite it's massive power, it can be easily exploited by resistances, physical walls and by killing its sun support, and then it basically cannot do anything. Mudbray is weak on the special side, but apart from that it's more consistent.
