First and foremost, safety comes first. Next are stability, comfort, efficiency, and profitability. I am concerned about whether a station like an airport can be profitable.

It is the government's job to focus on economy growth, which well maintained and extended infrastructures helps with it, so that people earn more, pay more taxes, in a healthy loop. As for the scale of the train station, you build your station huge enough when you have ten of millions of people living in the city. :)
It's not a question of floor space, but of ceiling height. Even with air conditioning running at full capacity, it's not enough due to the recent abnormal weather. If I were you, I would build a shopping mall with about five floors.

As for the shopping mall, lol, it is a train station, people in China usually don't go shopping in train station or airport, they just don't like doing that, there are DIOR opening in one of the Shanghai train station, and it loses money everyday. I don't know if you are Chinese or not, but Chinese have their own senses of doing things, quite different from others. They have all kinds of coffee shops, caterings and convenient stores in it, and that's quite enough from my perspective.
