Extreme poverty means those are one step from starvation. The Chinese gov't also acknowledged that there are 100's of millions of people are living in poverty. At least, the gov't is working on lifting them up. The gov't knew they couldn't lift everyone up, so they let small group of people to get rich and lift other people up. That was the strategy. People can see their life is improving. This is why China still has a lot of growth.

Maybe you are right. However, many people prefer Beijing to Shanghai or Shenzhen. The reason is that Beijing has both modern facilities and a strong historical vibes. Many ancient buildings are well preserved. So in Beijing you can see the collision and fusion of modern and ancient times.

Beijing does not seem a modern city. It has many old and frustrated buildings . You cannot find even one skyscraper of modern architecture in Beijing. Shenzhen , Guangzhou and Hangzhou are much more advanced and have many skyscraper of modern architecture.
