Is there any special requirements like dealers license or business license background checks membership
You do not need a dealers license but they offer benefits. Non business owners, May have to pay sales tax. Something as a licensed business owner I don't have to. I hold a resale certificate because I'm authorized to charge sales tax to my NY customers. I've never heard of background checks, so that should be all clear.

Ok I have a question can out use it as a right off on taxes since you’re buying it from the government
When you have a business, you can write it off as an expense. However if you're a standard employee working for a W2 its unlikley you can use this as an expense. If you are reporting the income earned from selling the item yes, if you are keeping it, no. Check with an accountant but the government auctions and your governement taxes are not connected unless you are filing a Schedule C, 1040 and or have a business

You're welcome and appreciate the follow. Its never cost of admission when it comes to auction. In fact, its always free. It does cost me, time, transportation, trucks, insurance and the product. I recommend you're first time, just spectate, get familiar. Buying is the easy part.

Look up local auctioneers and get on their mailing list. Check newspaper and one of the more frequent spots Auctionzip.com is very popular. Also bidspotter, proxibid etc.

How do I find those auctions?
Research them using the web. Call the local PDs, sheriffs and ask them where the stuff goes if its auctioned. Auctionzip.com , and most auctions.must be placed in the newspaper
