    As a tale as old as time in economics once said, BUILD MORE HOUSING
    On a serious note, the housing costs are a result of economics, and the fact is that there is more demand than supply leading to the prices of rent/houses rising due to more people wanting the same house. As for Toronto, it simply has a lot of people wanting to live as close to jobs and services as possible while the city is zoned that the most valuable land around the down town core is just single family housing (admittedly denser), leading to a catastrophic lack of housing supply next to the down town where people want to live. Just by allowing the city's core area to increase in density from single family homes to Brooklyn style medium density would lead to each block to double or triple the amount of housing within walking/biking distance of the down town, which by itself would alleviate the city's housing costs as the wealthiest people willing to pay the most for housing would move into this new space, which in turn would put a lot of new housing supply further from the down town market and allow for other people to move into the houses made free by the wealthier people moving to the new housing next to the down town.
    To put it most simply, if you have a single house which a thousand people are competing to buy, you can't make it affordable by forcing the owner to sell at a capped price, but by having more houses on sale so everyone isn't forced to bid for that one house.
