Hope you don't mind if I point out some rule errors which made your life much easier in this case. 1. Each soldier can only move once during each turn. 2. Soldiers have no limit on how many Suppress counters they could have on their card. 3. With a single attack you can only inflict multiple kills or suppressions with explosives or weapons with the Spray trait.

Hi Dave, not sure if you know now but that location that has the event card attached to “always reinforce” means that you draw for the reinforce value even if no soliders are in that location
