I think you mistook the number of hits Romeo can take which is three for his number of actions. The actions are below the three, which means he has only two actions.

I don’t own fantasy and that is where this type of campaign first occurred. I have played at least a dozen Warfighter Vietnam scenarios already, but have not even sought to attempt to campaign. I hope to learn how to do it from your videos. Thanks.
I think the RPs on the mission card are ignored, and initially only the RPs on the campaign map can be spent. At least that’s my reading of the rules. Been nice if the rulebook explicitly stated the correct process.
On page 51 of the rulebook, it talks about making the initial team. It states there that the RP listed on the campaign map are what you use to build your initial team.

And not augmented by the RP on the mission card. Those only used if the mission is played as a one-off.
That's how I understand it as well.
