I don't understand. How does it interchange with BNSF? Only the UP (former MP) runs through there, and also in Elgin (former MKT). The only BNSF power I've seen is on a very few rock trains to and from the Texas Crushed Stone quarry between Round Rock and Georgetown, and they run on the UP to get to that area. Is this basically a trackage rights agreement with the UP to get to Georgetown and McNeil?
BNSF operates under an agreement on pretty much all UP trackage in Central Texas. I see units all the time. In fact, at the UP shops/former SP roundhouse on Google Street view you can see some nice BNSF units!

There's an agreement between BNSF and UP to run both directions between McNeil and Temple on the UP.
