Its hard to know for sure unless you remove the pump. One test that i do (but sometimes will be a false positive) if you remove the thermostat on most cars, and you make sure there's water or coolant in the engine and you start the engine, the coolant should pour out pretty fast.. obviously don't leave your engine running like that for more than a few seconds..
If you are replacing serpentine, have to put a jack under engine and disconnect motor mount. For this job, only have to pull in the tensioner pulley to slip belt off pulleys. I can just sit off to the side. At least you can't lose the serpentine belt, its still got a motor mount in the middle of it.
You really put too much sealant on the gasket. It will come off on the inside of the water pump and clog some of the passages in your radiator and heater core. Ask me how I know.
Most likely if its sitting in place but not screwed on it will not ruin anything, and will not be dangerous.. but in some rare cases i've heard that it could damage the engine.. good luck.
There seems to be diferrent opinions, what i was saying is actually incorrect and it should be 11+ 90° and 15+40°. Or what you said.. the two options are probably about the same, but yours is easier to do.. thanks.

If the oil cap is not tightened or hanging can that mess up an engine or is it dangerous

Where are you getting your torque specs from? On the Chilton manual, I see 16 ft.lbs for the short bolts and 25 ft.lbs for the long bolts.
