It is kind of like a Rat(remote access tool) where they(hacker)can control your machine, but here you can just get access to folders move stuff create new folder, etc.... that is why you should always have it on, and maybe have a password on it too. You should also never turn off User Account Control. This was one of the better security features introduced by Microsoft and turning it off increases the possibility of getting malware and henceforth slowing down your system.

(e.g. User Account Control Slider, bad security) (e.g. Ultimate Power Plan is for people doing like professional work or 3d modelling, for those who have to switch between high usage and low usage constantly, not casual people like gamers)

After I did this, it kept on notifying me about stuff but the yes button was removed, meaning I couldn't do anything with my PC at all, everything I opened, it notified me, saying if I wanted to do the change. I had to completely wipe my PC clean and start again.
