yeah, in this case OP was clever enough to write a batch file which would automatically run all the required code for you instead of having to do them manually
Guys his work around works. Also I want to say that it took like 20 minutes maybe for the procedure to be completed after I clicked “run as administrator” from my created batch file. I initially thought something was wrong but I just decided to be patient and now the group policy editor is my comp. Best of luck guys 🤞🏾
You deserve an award. What a life saver! Microsoft employees keep advising to change something in group policy editor and they seem clueless that gp editor is not there for me.

just a quick edit if you're like me and did all to a tee and ran it and it got stuck .... what i did is closed the cmd window, and ran the same bat file again and it worked .... hope this helps others ......... thanks WR for this ;)

So I tried the method you instructed and it finally worked. And then I was finally able to set up windows updates to be downloaded manually. I don't like it when my does it automatically. I was looking for ways to enable personalization on unactivated windows and it seems like gpedit was necessary to change a policy called "prevent customization" or something. Now that i have gpedit, i can unlock the personalization on his pc. Thanks!! I did this to my own pc too just in xase I ever need it for some reason too.

I find it funny we are facing so many problems with windows 11, it does not even feel like any upgrade at all.
This didn’t work for me after typing gpedit.msc in run. I’m concerned that this is stuck at 98.5%. What is this ???
I fixed it. I had to shut down instead of restart, the install completed successfully and gpedit opened.
