You didn’t account for inflation or other various economic factors in your equation. A more accurate summarization of American spending throughout two centuries is what percent of the US budget was taken up by military, and also account for what percent of the US GNP was taxed, as pre-1913 the US was radically laissez-faire. I guarantee it’s radically less than 700 billion. In fact the United States military budget when accounting for discretionary and mandatory spending by Congress is about 15% of the budget, about 49% goes to Social Security and health and human services. So you’re right simply because the US was radically laissez-faire economics, Government outlays accounted for 2% of GNP back in it’s proto-european growth, but only by technicality because we didn’t spend much even on health and human services.

Would be interesting to see a "per capita" adjusted version. And a per-capita per avg. standard of living.
For instance, if a country is wealthy, and populous, then they have the money to spend. Not to say it didn't come by its wealth in altogether nice ways.
Also, an expenditure based on estimated value of natural resource assets. Some countries (US) have a very rich and diverse assortment of natural resources. Some, such as Suadi Arabia have few assets, some of which are very valuable (by today's fossil fuel based economics). Probably still reasonable wealthy, based on Solar. Not so much, based on traditional agricultural land. Or fresh water water. Or hydro-power :)

Small bits of the Military Budget cut into Space Exploration. The military budget cuts into a lot of things people don’t know about like the innovation sector. GPS was invented by the Military along with basic things such as super glue and duct tape. It’s so big that it basically is just a compilation of really varied budgets + Airforce + Army + Marines + Navy. And majority of the time those 4 larger military branches still cut into those branches and invent new things and do more than what people think. Them thinking of course it’s all just military equipment and weapons which is simply not the case.
