Fill all the cores on the block as it will give you better seismic strength. In the area where you are it would be wise to fill all the cores. Also you may want to look at getting a gas power concrete mixer, instead of doing it by hand.

Smart move foam boarding the exterior of the foundation. That's something that is standard operations here in Alaska. You'd be amazed the R value you'll get by also foam boarding the inside of the block giving you a toasty warm basement in the winter and a cool environment in the heat of the summer.

Transplanting trees and shrubs works best in fall/early winter but before the ground freezes. But in my area we don't get much frost. The idea is that in the cool weather, the plants can start to set roots without having to maintain the demand / evaporation of the plant.
I was using a utility knife to cut open bags before putting them into drum mixer. And it ended up the mixer becoming a permanent fixture in the footers. You have been lucky to retrieve torpedo level more than once

Just a thought, foam board, taped on the outside, would be good against cold/moisture. Would the voids in your block create an insulating dead air space as well? You know, kind of like concrete bubble wrap? Lol
Late summer early autumn you would think, it’s when plants/ shrubs etc are shedding leaves and growing roots. But some say the opposite as the growth of leaves provides nutrients for root growth in the autumn/ winter. It depends on the tree type too, deciduous in the spring before leaves form or autumn after leaves shed. Evergreens late in the summer or early to mid spring. Warm periods but not roasting hot. Very similar times in the year, but more related to ground or air temperatures. The key thing is to be careful with the sap/ drinking roots. Break that/ them and it won’t last past a few weeks.

What are we looking at for a wall height, vertical rebar diameter, and spacing? You're going to have exterior grade at top of wall?
Fill all the blocks ..theres no sideway strength with empty blocks..do it properly .

I know it's too late but - a hoe is far better and faster to mix concrete in a tub. Square tub, round shovel? NO! Square tub, square hoe!! YES!
